Abstract: | Policies elucidate the pathway through which countries set directions of various involvements at both micro and macro level. In the area of English language teaching (ELT), there is no specific ELT policy document in Iran. This fact led to the current research as an attempt to know the official ELT policy in Iran indirectly embedded in thirteen official national Iranian policy documents. On the other hand, Language Education Policy Profiles in five selected expanding circle countries from the Council of Europe are investigated in search of a comparative view between the two bodies of data. A qualitative content analysis was conducted to analyze the two bodies of data in this study. Qualitative content analysis focuses on the importance of implicit meaning of every word all over the text. Due to the nature of the data as documents in this thesis and the depth of the data along with the implied meanings, the researcher conducted a qualitative content analysis. Three main sets of indirect ELT policies, as "Islamization," "Iranian Revolutionism," and "Rationality and Morality" as well as a set of more specific "Foreign Language" related policy lines, along with a few miscellaneous policies emerged from the Iranian documents. As for the policies of the selected European countries, five sets of main policies emerged: "European Identity and Unity," "National Unity," "Multilingualism and Plurilingualism," "Teachers, Students and Parents," "Modern Technologies and Economic Matters," in addition to a set of specifically ELT related policies and a few miscellaneous policy lines. The main policies that emerged from Iranian and other countries' documents influence the ELT related and miscellaneous policy lines. The policies in Iranian and selected European Council expanding circle countries have points of convergence and similarity as well as discrepancies and differences. The similarities, differences, strengths, and weaknesses of the policies in Iranian and the selected expanding circle countries are discussed. |
